SAINT-ETIENNE EPA

Saint-Etienne EPA (Établissement public d'Aménagement) originated in January 2007 from a partnership between the State and the Local authorities ( St-Etienne City, St-Etienne Metropolis, Departmental Council of the Loire, Rhône-Alpes Region) in order to accelerate the St-Etienne’s urban renewal.

On the territory of 970 hectares and with a budget of 255 M € over 7 years, St-Etienne EPA is responsible for accelerating progress, urban renewal and economic development. It helps to enhance the St-Etienne territorial activity within the Lyon metropolitan area.

The project :

In 2015 St-Etienne EPA initiated a call for tenders for a DMS collaborative platform with multiple functionalities :

  • Efficient management of the document repository
  • Collaborative work and document sharing
  • Configurable electronic validation system (workflow)
  • OCR dematerialization brick (including invoices) coupled with DMS
  • etc.

Beyond the functional needs, St-Etienne EPA required an open platform, which could be integrated into its business applications. After several phases of selection (call for applications, call for tenders, presentation), the St-Etienne EPA tests GoFAST during a several months POC.

Attracted by the involvement and responsiveness of the CEO-Vision team in the project, the St-Etienne EPA chose the GoFAST platform among many competitors, thus strengthening the collaboration and the efficiency of its teams. Proximity to customer-users also played an important role. CEO-Vision is proud to win a tender of such magnitude, where the involvement and skills of the teams were as important as the quality of the solution.

The major stages, such as the recovery of existing data and the massive dematerialization of all documents are already announced and will be carried out by CEO-Vision and its partners from the start of the project.

With these, in addition to the difficulty of setting up access rights, the information duplication rate was 4 or 5, or even more. Folder trees multiplied, document versioning was impossible.
